A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Federal Highway Administration relating to "National Performance Management Measures; Assessing Performance of the National Highway System, Greenhouse Gas Emissions Measure".

Would have blocked a federal rule requiring states to set declining carbon targets for highway emissions.

Tradeoff

Would have canceled a federal rule that requires states to set declining carbon dioxide targets for transportation. The rule would have required state transportation departments and planning groups to report their progress to the Federal Highway Administration (FHWA).
