Sponsored by John R. Curtis (R)
A joint resolution providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Review of Final Rule Reclassification of Major Sources as Area Sources Under Section 112 of the Clean Air Act".
Blocks rule requiring pollution controls when factories reclassify to lower standards.
Tradeoff
Eliminates requirements for factories to maintain emission controls when they downgrade from major to area source status under the Clean Air Act. Allows facilities to reduce pollution control measures if they reclassify.
