Would have blocked a proposed US arms export to Israel supporting Boeing precision-guided bomb purchases.

Tradeoff

Would have prohibited a proposed license amendment for defense items supporting Israeli purchases of Boeing guided bombs. Would have overturned the State Department's proposed approval of that export.
