Duck Stamp Modernization Act of 2023

Lets hunters carry an electronic Migratory Bird Hunting and Conservation Stamp (duck stamp) instead of paper.

Tradeoff

Lets hunters use an electronic duck stamp in place of a paper one. Requires states to sell electronic stamps, and the Interior Department still issues paper ones each year.
