Baby Changing on Board Act
Requires Amtrak trains to have baby changing tables in at least one restroom per car.
Tradeoff
Mandates baby changing tables on newly purchased Amtrak passenger trains. No funding or cost offset specified in the bill.
What's in it
No federal budgetary cost or savings; private-sector mandate cost below the $214 million UMRA threshold.
The federal government bears zero cost because Amtrak and rail services are nonfederal entities; the cost falls entirely on the rail operators who must add signage to baby changing tables already being installed, which is below the federal threshold for requiring cost-benefit analysis of private-sector mandates.
