Military Personnel Confirmation Restoration Act of 2023
Would have required back pay and seniority for senior officers whose promotions were delayed by a Senate hold.
Tradeoff
Would have paid senior military officers retroactively for promotions delayed when the Senate paused confirmations. Would have set their seniority from the earlier date.
