Would fund deposits for exchange plan enrollees, expand catastrophic plan access, and restrict gender-transition and abortion coverage.

Tradeoff

Spends $20 billion over two years on deposits and reductions for marketplace enrollees earning up to 700% of poverty. Cuts federal matching payments for states that provide health benefits to unauthorized immigrants and bars federal funding for gender-transition and abortion procedures.
