Scam Compound Accountability and Mobilization Act
Establishes a federal strategy and task force to dismantle scam compounds and hold transnational criminal organizations accountable.
Tradeoff
Creates new diplomatic and law-enforcement coordination to combat cyber fraud and human trafficking from scam compounds. Authorizes the President to impose financial sanctions on foreign persons supporting these operations.
What's in it
Reduces deficit by less than $500,000 over 2026-2035; costs less than $500,000 annually to implement.
The $1 million federal cost is just the administrative expense to run the sanctions program, task force, and reporting requirements — the policy's real burden falls on U.S. financial institutions that must comply with new transaction-blocking and monitoring requirements for sanctioned foreign entities.
Passed the Senate by on December 8, 2025 — sitting in the House.
