Foreign Adversary Communications Transparency Act
Requires the FCC to publish an annual list of foreign-owned entities holding US communications licenses.
Tradeoff
Increases transparency on foreign ownership of US communications infrastructure. Creates new reporting requirements for the FCC and communications companies.
What's in it
Negligible net federal cost over 2025-2030; small private-sector mandate cost well below the $206 million UMRA threshold.
The $4 million federal implementation cost is offset by FCC fee collection authority, resulting in negligible net cost to taxpayers; the policy's actual burden falls on regulated communications entities through modest fee increases to cover FCC compliance review and reporting.
