Global Investment in American Jobs Act of 2025
Orders a federal review of US competitiveness in attracting foreign investment from trusted countries.
Tradeoff
Directs the Commerce Secretary and federal agencies to study why the US may be losing foreign investment deals to other countries. The review will examine security risks from state-backed companies and recommend policy changes.
What's in it
Costs $2 million over 2026-2030 for federal studies and reporting.
The $2 million is the federal cost to hire economists and staff at Commerce and GAO to study and report on foreign investment and trade barriers — the bill itself creates no new spending programs or tax changes, only a requirement to conduct analysis.
The Senate passed this by on March 22, 2026. The bill is now in the House.
