Expanding the Surety Bond Program Act of 2025
Raises the annual spending cap for small-business surety bonds from $6.5 million to $18 million.
Tradeoff
Expands the federal surety bond guarantee program to help small contractors get bonded. Requires the SBA to report annually on program finances and activity to Congress.
What's in it
Costs less than $500,000 over the 2026–2031 period.
The $500K or less is just the federal cost to administer expanded bond guarantees and add reporting requirements — the policy's real impact is on small businesses gaining access to larger contract surety bonds through the SBA program.
