Whole Milk for Healthy Kids Act of 2025
Allows schools to serve whole milk and expands nondairy milk options in school lunches.
Tradeoff
Gives schools flexibility to offer whole and reduced-fat milk to students. Excludes milk fat from saturated fat limits in school meal nutrition calculations.
What's in it
No estimated cost to the federal budget over the 2025-2035 period.
This bill changes the types of milk schools can serve in the National School Lunch Program and excludes saturated fat in milk from meal calculations—rules changes with negligible federal enforcement cost because the policy's real impact falls on schools and does not trigger new federal spending or reimbursement changes.
The Senate passed this by on November 20, 2025. The House passed it by on December 15, 2025, and it was signed into law on January 14, 2026.
