Urban Canal Modernization Act
Would have required the federal government to help pay for repairs to urban canals whose failure could endanger lives.
Tradeoff
Would have made the federal government pay 25% of urban canal repairs, up to $300 million in total. Would have required states to pay 10%, with canal operators repaying the rest.
