Invent Here, Make Here Act of 2024
Would have required products from federally funded inventions to be made mostly in the US.
Tradeoff
Would have blocked waivers that let federally funded inventions be made in countries of concern. Would also have set up a federal database of domestic manufacturers and funded a study of barriers.
What's in it
Adds $3 million in spending subject to over 2024-2029, with zero effect on direct spending, revenues, or the deficit.
The $3 million is just the federal cost of NIST staff and reporting work to run a manufacturer database and reports, while the bill's real impact falls on how federally funded research gets commercialized by domestic manufacturers and small businesses.
Passed the Senate by on December 3, 2024. The House never voted on it before the 118th Congress ended, so the bill expired.
