Malheur Community Empowerment for the Owyhee Act
Would have created a Malheur County grazing program, designated wilderness areas, and placed land in trust for the Burns Paiute Tribe.
Tradeoff
Would have designated about 1.1 million acres of wilderness, limiting future development on that land. Would also have given ranchers more flexibility to move livestock and water sources, with monitoring rules.
What's in it
CBO estimates an insignificant effect on direct spending and no effect on revenues, so no meaningful federal cost is projected.
The near-zero federal cost reflects that the bill mainly sets land-use designations and governance structure, so its real impact falls on how the affected land is managed and used rather than on the federal budget.
The Senate passed this bill by on December 20, 2024. The House never voted on it before the Congress ended, so the bill expired.
