Holocaust Expropriated Art Recovery Act of 2025
Removes the filing deadline for claims to recover Nazi-looted art and bars time-based defenses.
Tradeoff
Expands access to US courts for victims of Nazi persecution to recover stolen artwork and property, regardless of nationality. Does not appropriate funds or create new spending.
What's in it
Negligible federal cost over 2026-2035; any increase in court filing fees and judicial administrative costs would be insignificant.
The $0 federal cost is just the administrative overhead to process additional court cases — the policy's real impact is on defendants facing weakened legal defenses in civil claims to recover Holocaust-expropriated art.
The Senate passed this by on December 10, 2025. The House passed it by on March 16, 2026, and it was signed into law on April 13, 2026.
