PORCUPINE Act
Adds Taiwan to US military export certification rules alongside Israel and allied nations.
Tradeoff
Expands which countries qualify for streamlined US military equipment transfers under existing law. Requires the State Department to study faster approval processes for allied nations shipping weapons to Taiwan.
What's in it
Net change in direct spending is less than $500,000 over the 2026-2035 period.
The $500,000 figure is just the federal cost to implement the bill's reporting requirements and administer expedited sales approvals; the policy's real impact is on accelerating defense sales to Taiwan and enabling allied countries to transfer U.S.-origin defense articles to Taiwan more quickly.
Passed the Senate by on December 11, 2025 — sitting in the House.
