Exempts ecosystem restoration projects from flood insurance map-change fees and certain approval requirements.

Tradeoff

Speeds up wetland and floodplain recovery projects by cutting red tape and costs. Lets communities approve projects that raise base flood elevations by up to one foot without conditional approval.
