Value Over Cost Act

Would have let GSA buy under best-value rules instead of lowest cost on schedule contracts.

Tradeoff

Would have let GSA pick best-value offers over the lowest-cost bid on multiple award schedule contracts. Those contracts give agencies volume-buying prices on commercial goods and services.
