Protecting Americans from Russian Litigation Act of 2024
Would have blocked federal lawsuits over contract losses caused by US sanctions imposed after the contract was signed.
Tradeoff
Would have barred people from suing in federal court over contract losses caused by new US sanctions. It would have kept sanctions-compliant US companies from being sued by foreign parties.
What's in it
Increases the deficit by a negligible amount, with federal effects under $500,000 per year over 2025-2034.
The small federal cost is only the lost court filing fees and minor administrative updates, while the policy's real impact falls on U.S. companies that can no longer recover damages in federal court for sanctions-related contract failures.
The House passed this bill by on December 3, 2024. The Senate never voted on it before the Congress ended, so the bill expired.
