DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act
Bars colleges with ties to Chinese government programs from receiving funding.
Tradeoff
Restricts federal funding to colleges that partner with Chinese government cultural institutes or military-linked universities. Colleges can regain eligibility by ending those relationships.
What's in it
Costs less than $500,000 over the 2025-2030 period for federal administrative compliance.
The $500,000 federal cost is only 's administrative burden to enforce the new restrictions — the policy's real impact falls on higher education institutions that host Confucius Institutes or have relationships with Chinese entities of concern, which would lose funding eligibility.
