Amtrak Transparency and Accountability for Passengers and Taxpayers Act
Would have required Amtrak to hold most board meetings open to the public, with exceptions for contracts, labor talks, and personnel.
Tradeoff
Would have opened Amtrak's board meetings to the public under federal sunshine rules. Would have let Amtrak close parts of meetings on contracts, union talks, and personnel matters.
What's in it
Has no effect on the federal budget, and its private-sector mandate does not exceed the $200 million UMRA threshold (2024).
The zero federal cost means the government spends nothing to carry this out, and the real impact falls on Amtrak, which must open its meetings to the public.
The House passed this by on December 10, 2024. The Senate never voted on it before the Congress ended, so the bill expired.
