ZOMBIE Act

Requires federal agencies to track and report improper payments that cause financial losses to the government.

Tradeoff

Tightens oversight of wasteful federal payments and requires agencies to report fraud prevention efforts. Increases federal spending by allowing agencies to keep up to 75% of recovered funds (up from 25%) to fix the programs that lost money.
