BIOSECURE Act
Bars federal agencies and grant recipients from buying biotech from companies controlled by foreign adversaries.
Tradeoff
Would have restricted federal contracts and grants to five named Chinese biotech companies and others deemed security risks. Cost federal agencies minimal administrative overhead to enforce the ban.
What's in it
Cost between zero and $500,000 over the 2024-2034 period, with no estimated impact on revenues or deficits.
The $500,000 or less in federal costs reflects only the administrative overhead for the government to enforce the contract ban and conduct annual reviews—the policy's real impact is the restriction of federal funding access to five foreign-owned biotech companies and any others added to the list annually.
