Extends Bureau of Land Management oil and gas permit fees through 2037.

Tradeoff

Keeps the Bureau of Land Management (BLM) fee on oil and gas drilling permit applications in place through 2037. Sends all of that fee money to the BLM Permit Processing Improvement Fund.
