Sponsored by Mike Garcia (R)
To amend the Research and Development, Competition, and Innovation Act to clarify the definition of foreign country for purposes of malign foreign talent recruitment restriction, and for other purposes.
Would have narrowed the foreign talent recruitment ban to programs sponsored by countries of concern.
Tradeoff
Would have limited the ban on malign foreign talent programs to programs sponsored by a foreign country of concern. Would have changed how the law defines those programs, which the bill text rewrites in several places.
