IMPACT Act
Would have created a seven-year Department of Energy (DOE) program to fund cleaner cement, concrete, and asphalt production.
Tradeoff
Would have funded research and demonstration projects for lower-emission cement, concrete, and asphalt. Would have let DOE end projects early once cleaner materials sold at comparable prices.
