Disaster Management Costs Modernization Act
Would have let the President spend leftover disaster management money on future disaster preparation.
Tradeoff
Would have let grant recipients keep and reuse unspent disaster management funds for five years. Would have required a Government Accountability Office (GAO) review of whether those set-aside amounts are appropriate.
What's in it
CBO estimates no effect on direct spending or revenues; the bill's effect on spending has not been estimated.
The bill mainly changes what happens to leftover FEMA administrative money, letting local governments keep it for up to five years to build disaster preparedness capacity, but the federal cost itself has not been quantified.
The House passed this bill by on December 9, 2024. The Senate never voted on it before the 118th Congress ended, so the bill expired.
