ANCHOR Act

Would have required the NSF to plan cybersecurity and internet upgrades for the US academic research fleet of ships.

Tradeoff

Would have required a plan to upgrade cybersecurity and telecom on research ships, with a spending plan for the costs. Would have let NSF support those upgrades but did not set a dollar amount.
