Royalty Resiliency Act

Gives oil and gas drillers on shared land three months to fix royalty payments after the government sets the split.

Tradeoff

Lets companies pay royalties on their own proposed split until the government rules, then correct within three months. Interest is waived during that window if they keep paying on time.
