Prove It Act of 2024
Would have required agencies to study indirect costs of rules on small businesses and let them challenge rules.
Tradeoff
Would have added extra review steps for federal rules that affect small businesses. Would have let small businesses ask the SBA to review agency rule decisions, and blocked some rules if agencies skipped the review.
What's in it
Increases the deficit by $17 million over 2025-2034, including $10 million in direct spending and $7 million in lost revenue.
The $17 million is the federal cost of running the SBA review process and related paperwork over ten years, while the bill's real impact falls on agencies writing rules and on the rules themselves, which could be delayed or voided.
The House passed this 208-196 on December 5, 2024, and the Senate never voted on it before the Congress ended.
