Mystic Alerts Act

Lets phone carriers send emergency alerts by satellite once federal rules take effect.

Tradeoff

Lets carriers add satellite alerts, but the rules will not take effect until at least three years after the final rule is published. Carriers that opt in may not charge extra for satellite alerts.
