High-Capacity Grid Act
Requires utilities to use high-capacity power-line conductors in new or upgraded transmission projects.
Tradeoff
Mandates utilities deploy better-performing power-line conductors to boost electricity flow and efficiency. Utilities recover the extra cost through customer electric bills, unless the cost jump is too steep relative to performance gains.
What's in it
No measurable federal cost over 2026-2031; discretionary spending effects negligible.
The negligible federal cost of $500K or less is just what FERC spends to write rules and oversee compliance — the real cost falls on electric utilities, which must upgrade transmission conductors on certain projects and will likely pay higher FERC fees to cover the agency's administrative expenses.
