Block Grant Assistance Act of 2023
Would have let give states block grants for 2022 farm losses from disasters.
Tradeoff
Would have sent emergency block grants to states for farm losses from 2022 disasters. Would have been exempt from PAYGO rules, which normally require offsetting cuts or tax increases.
