What's in it
See official bill textThe number on this bill, 6500, started out as a different bill: the AGOA Extension Act. That entire text was removed and replaced with the Continuing and Extensions Act, 2027, which is the text that was voted on. The official record now files it under the new name too.
The House passed this bill's original text — the AGOA Extension Act — in Jan 2026, before the text was replaced. That vote was not a vote on the Continuing and Extensions Act, 2027.
Reduces federal revenues by $578 million over 2026-2035, partially offset by $1.1 billion in customs fee collections, for a net deficit reduction of $522 million over the full period.
The legislation reduces federal tariff revenue by allowing preferential import duties for African countries, costing $578 million in foregone customs duties over a decade, though this is partially offset by extending customs user fees that generate $1.1 billion in offsetting collections.
The House passed this on January 12, 2026 as the AGOA Extension Act (340-54). The Senate replaced the entire text with the Continuing and Extensions Act, 2027 before voting. The Senate agreed to on August 3, 2026 (89-4), then passed the bill on August 7, 2026 (90-6). The House passed the substituted text on September 1, 2026 (370-48), and the bill was signed into law on September 2, 2026.
