Taxpayer Notification and Privacy Act
Requires the to tell taxpayers what information it will seek from their employers or banks before asking.
Tradeoff
Gives taxpayers 45 days to provide information themselves instead of the contacting third parties. The can skip this requirement if it determines the third-party information is necessary.
What's in it
Reduces revenues by an insignificant amount and increases administrative costs by less than $500,000 over 2026-2030.
The federal cost is minimal (under $500,000 for enforcement and compliance); the bill's real impact is a procedural requirement that gives taxpayers advance warning before third-party information requests, which may increase audit complexity or reduce efficiency depending on behavioral responses.
