Legislative Branch Agencies Clarification Act
Changes how Congress appoints the Librarian, GPO Director, and Copyright Register, removing presidential appointment authority.
Tradeoff
Shifts power to appoint three key legislative branch leaders from the President to a bipartisan congressional commission. The Librarian and GPO Director can now only be removed by a majority vote of House and Senate leadership, rather than by the President.
