Strengthening Tools to Counter the Use of Human Shields Act
Would have extended U.S. sanctions on people who use human shields through 2030.
Tradeoff
Would have required sanctions on Palestine Islamic Jihad members who use human shields. Would have also required a Pentagon report to Congress on human shield tactics.
