HR 5408 Passed House — in Senate

Sponsored by Donald Norcross (D)

Faster Labor Contracts Act

Requires employers to negotiate initial union contracts within 90 days, with binding arbitration if talks stall.

Tradeoff

Speeds up first union contract negotiations by setting tight deadlines and using arbitration to break deadlocks. Employers must maintain current wages and benefits during negotiations and continue bargaining even if the union is later decertified.
