Affordable HOMES Act
Rescinds energy efficiency rules for manufactured homes, lets DOE only recommend standards.
Tradeoff
Eliminates a 2022 Department of Energy efficiency rule for manufactured housing. Lets DOE suggest alternatives to HUD but removes its power to set binding standards.
What's in it
Reduces federal revenues by an insignificant amount (less than $500,000) over 2026-2035 and cuts federal spending subject to by less than $500,000.
The federal cost shown ($500K or less) is only the reduction in DOE's administrative spending to enforce standards — the bill's real impact is that manufacturers avoid the compliance costs embedded in the repealed energy conservation standards for their products.
The House passed this 263-147 on January 9, 2026 — now in the Senate.
