HR 5103 Signed into law

Sponsored by Byron Donalds (R)

FISHES Act

Requires NOAA to review fishery disaster spend plans within 10 days and pay grantees within 90 days.

Tradeoff

Sets firm deadlines for fishery disaster aid spend plans. Lets OMB review plans at the same time, but not slow the 90-day payment clock.

What's in it

See official bill text

Zero net budget effect over 2025-2034 (CBO finds the effects on direct spending are insignificant in any year).

The bill mainly speeds up when already- fishery disaster money reaches applicants, so it changes timing rather than the total amount the government spends.
