Homeowner Energy Freedom Act
Repeals three Department of Energy home energy efficiency and rebate programs.
Tradeoff
Eliminates federal funding for electric home rebates in low- and moderate-income households, contractor training grants, and building energy code adoption assistance. Frees up unspent money from the rebate and code programs.
What's in it
No net budgetary effect over 2026-2035; CBO estimates the $300 million in unobligated balances would not be spent under current law.
The bill repeals three federal energy assistance programs, but since CBO projects those programs' remaining funds would not be spent anyway under current law, the bill has no net federal cost or savings.
The House passed this 210-199 on February 25, 2026. A failed 198-208 the same day — the bill is now in the Senate.
