Would have required the SBA to set rules for returning unused Paycheck Protection Program (PPP) loan money.

Tradeoff

Would have required the Small Business Administration (SBA) to issue guidance on returning unused PPP loan money within 30 days. Would have sent returned funds to the Treasury general fund.
