Whistleblower Protection Act of 2025
Extends whistleblower protections to all HUD contracts and grants, regardless of when signed.
Tradeoff
Gives employees of HUD contractors and grant recipients the right to report misconduct without fear of retaliation. No offsetting cost or funding mechanism in the bill.
What's in it
No measurable federal cost over 2026-2031; administrative costs to HUD estimated as insignificant.
The federal cost is negligible—just HUD's administrative overhead to clarify that whistleblower protections apply to all its contractors—while the policy's real burden falls on contractors and subcontractors who must establish or reinforce anti-retaliation procedures.
The House passed this 424-0 on September 15, 2026 — now in the Senate.
