SHOWER Act
Redefines showerhead for federal water efficiency rules using an industry standard.
Tradeoff
Adopts ASME (American Society of Mechanical Engineers) showerhead definition in federal law. DOE must update regulations within 180 days to match.
What's in it
Costs less than $500,000 in 2026 to implement regulatory updates; no impact on federal deficit.
The $500,000 is just the federal cost for the Department of Energy to update its regulations — the policy's real impact falls on showerhead manufacturers who must comply with the new industry-standard definition.
The House voted to recommit the bill on January 13, 2026 — the motion failed 209-215. The House then passed the bill 226-197 the same day — now in the Senate.
