PARTNER Act
Authorizes the President to grant diplomatic immunity to four international organizations and the African Union's UN mission.
Tradeoff
Extends tax exemptions and lawsuit immunity to ASEAN, CERN, the Pacific Islands Forum, and CARICOM, plus the African Union's UN observer mission. No direct cost; changes are procedural authorizations for the President.
What's in it
Increases deficit by $2 million over 2025-2030 and $6 million over 2025-2035 due to foregone tax revenue and customs duties.
The bill reduces federal tax and customs duty revenues by extending tax-exempt status to five international organizations and their staff, meaning the federal government collects $6 million less over ten years than it otherwise would.
Passed the House by on September 2, 2025 — now in the Senate.
