Veteran Fraud Reimbursement Act

Would have made the VA repay veterans when a money manager misuses their benefits.

Tradeoff

Would have let the VA repay misused benefits before deciding whether its own negligence caused the misuse. Would also have capped total repayment at the amount misused.
