Schools Not Shelters Act
Would prohibit schools from sheltering people who entered the US without admission, unless responding to disasters.
Tradeoff
Schools lose federal education funding if they use facilities to shelter unadmitted aliens. The bill carries no federal budget cost; schools absorb the impact by complying or forfeiting aid.
What's in it
No effect on federal spending; schools retain federal education funding by complying with shelter prohibition.
The bill has zero federal budget cost because schools are expected to comply with the shelter prohibition to keep their existing federal education funding; the real impact falls on schools and institutions that would otherwise use facilities to shelter unadmitted aliens.
The House passed this 222-201 on July 19, 2023. A failed 200-212 the same day. The bill expired when the 118th Congress ended without Senate action.
