TRAVEL Act of 2025
Lets the VA send doctors to US territories to care for veterans there.
Tradeoff
Authorizes the Department of Veterans Affairs to assign physicians to work in US territories and possessions for up to one year. Provides relocation or retention bonuses to recruit and keep these traveling doctors.
What's in it
Reduces the deficit by $44 million over 10 years (2025–2035), with $20 million in new spending subject to offset by $64 million in direct spending reductions.
The bill creates $20 million in new federal spending over 10 years to deploy traveling VA physicians to U.S. territories and pay recruitment bonuses, but this is more than offset by $64 million in savings from extending limits on veterans pension payments, resulting in a net $44 million reduction in the deficit.
The House passed this 371-21 on September 15, 2025 — sitting in the Senate.
