REFINER Act
Orders a federal report on US petrochemical refineries and capacity expansion opportunities.
Tradeoff
Requires the Department of Energy to commission a study on US oil refining capacity and barriers to expansion. No direct spending is authorized or by the bill.
What's in it
No federal budget impact (zero cost or savings over all time windows).
The federal government has zero cost to implement this bill because the National Petroleum Council is privately funded and will absorb the expense of producing the report; the real cost falls on the refinery industry, but it is small enough to fall below federal mandate thresholds.
The House passed this 230-176 on November 20, 2025 — sitting in the Senate.
